There are pups born with missing dews and also double dews on the
front legs. If this was an older dog that had already been
neutered (or not) the dews could also have been surgically
removed. (My sister adopted a dog from Rescue who's dews had been
removed when the owner had her spayed). So, it could certainly be
a Pyr.
