Yes, also other forms of stroke such as rupture and bleeding from aneurysm or other cause.  Trauma can cause bleeding and possibly an embolism.  
While I have never known a dog to have "Heart Attack" if they can throw an emboli to the brain they can also throw an emboli to the heart, so I suspect it does and can occur.  
Paralysis, transient or more long term, is not a sequelae of vestibular function.
