It is a lot more work, but we used lavish praise and treats every time our
bulldog relieved herself outside. We also refused to take her back inside
until there were some results. I know it sounds kind of extreme, but it
happened often enough that I was concerned about destroying the floors and
carpet. I got her as a rescue dog when she was approximately 4 years old. I
speculate that her previous owners may have hoped that she would wander off
because she really wasn't house trained.
Good luck, I know it can be incredibly frustrating.
