Low price for a well-bred pup, but high for the circumstances in which
this poor girl was probably bred--and the conditions in which her parents
probably live! Your interest and persistence might help the owners decide
that they don't want this much hassle--worth a try, anyway, but no
reputable breeder would sell a puppy to a pet store, and any I know would
require that it be returned if the original owner changed his mind.
