You might try bringing him in close, telling my "NO" very firmly, and reinforcing the behavior when he stops barking with treats and/or praise. While I haven't had that problem with Garth, when he sees another dog he pulls as hard as he can on the lead because he wants to do the doggy meet & greet butt-sniff.
