There are no called shots in the D20 system so there are no targeting
modifiers for hitting treads.  You could, as a house rule, do something
like Deadlands: for every two points the attack roll is made by, allow
the player to adjust the Vehicle Hit Location roll (p108.)  All hits to
the treads (aka Suspension) are read on the Suspension Critical Damage
table on p107, but you still must penetrate the vehicles suspension armor
(per the rules on p108 under "Supension Hits.")

Just looking at the rules, the best way to drop a tank for the average
infantryman unlucky enough to be near one is a molotav cocktail or
flamethrower.  Six hits with molotavs will destroy a king tiger.
