Just think of AC as the chance of your opponent scoring a damaging hit. The
more protective gear you have, the less chance of a damaging hit occurring.
So while you have an AC 13 with a Flak Jacket and Helmet, an enemy rolling a
12 is going to miss - the bullet 'pinged' off your helmet, saving you from
2d6 damage! Without the helment you would have had AC 12, your enemy would
have struck a blow to the side of your head and might have killed you.
