So, let's go with "Werewolf Board 2 (##.###) " followed by "Chat"/"Vote"/"Howl"/"Kill".  Whatever the command sent in was.

Hm.  Not so sure.  I think in-order is good, since we're doing it anyway for chat/vote.

I think we should count everything that sends out a board, excepting "show/showas".  We can increment the message counter with a random 1 to 3, weighted toward 1.
