To me, in game, reliability represents the fact that this stuff that mad 
scientists make, fundamentally speaking, should NOT exist at all yet. The 
various other bits of technology that helped make a reasonable technological 
evolution aren't supporting these gadgets. It's just out there. It's not 
sound, tested theory. So hence the reason (not counting the out-of-game need 
for balance) that these thingamajigs have reliability.
