For most of the arguement..... I'd make most of the mad-scientist inventions impossible to duplicate by non-mad-science...  Remember... the big reason for Mad-Science's success is the fact that it can create things that are either Not-duplicated by normal science of the day..... or, normal-science won't be advanced enough to get the same effect for many years to come.

Examples:

-Bullet-proof vests have plating of ghost-steel (normal steel just won't cut it).
-Steam Wagons or any other Ghost-rock based steam transportation... since it's the Ghost rock that gives the REQUIRED power above normal steam engines to make it actually move.  (trains could be made for pure steam, but a velocipede or an ornithoptor?)

While many of the inventions don't directly use ghost rock as an element in their creation... many of the items can't be created without it.  
-Ghost steel requires ghost rock as a heating source in it's creation..... so that means any item that would require ghost-steel to strengthen the structure of the item won't be creatable either.
-Even gatling pistols... that spring and barrel spinning mechanism, if made from regular steel, would probably not hold it's tension, or wear out fast.

Something to remember about this train of thought:

Ghost steel alone is inert... from what I gathered.  It is nothing more than NORMAL steel, that was made using ghost rock as the heat source, and thereby a much HOTTER temperature was reached, and more impurities burned out of it.

That, in and of itself, shouldn't make Ghost-steel itself mystical or manitou-based in nature..... only the process used to create it.

An example of proof behind my view, is in Law Dogs, where it lists that guns can be made out of ghost steel for 3x the price of the normal version.  It doesn't do anything to the weapon itself except make it lighter, and stronger.

So, unless there's been another ruling about Ghost Steel, you might think about that for a bit.
