We relied for four years on electric fence -- both perimeter and cross fencing -- for our Pyr, Atalanta and our four goats. Recently, Atalanta developed a fear of thunderstorms which were stressful enough to get her to push through the electric fence. She showed no tendency either to dig or to jump when confined in a pen, even during thunderstorms.

We installed a field fence (1,800 feet) around the perimeter. It is 39 inch high woven wire. The posts extend above the wire, and 6 to 8 inches above the top of the wire is a single -- but very visible -- strand of electric fence, which feeds the electric cross fencing.

Atalanta has now been through several thunder storms and seems quite comfortable. No digging, no jumping. My plan in case of digging was to lay a 3 foot wide layer of inexpensive chicken wire on the ground along the inside of the fence. Luckily, we don't have to. In any case, I wonder how long buried fence wire lasts.

However, I suspect that all this varies widely with the individual dog, as others have said here.
