You may be thinking of Fuzion. Interlock is R.Talsorian's house system. Fuzion
is the hybrid, open-source system they did in cooperation with Hero Games.

RTal is alive and well, actually. They've recently produced Dragonball Z and
Armored Trooper Votoms RPGs, and new editions of Mekton and Cyberpunk are in the
